General Membership Meeting
November 10, 2011
President Tim Klaben called the meeting to order at 6:30 pm.
The speaker for this meeting was Lieutenant Wayne Strong of the Madison Police Department.
Brochures regarding home and auto safety were handed out to members attending. Some suggestions to keep your home were addressed: Lights, Locks and Landscaping--Motion sensor lights as well as keeping brushes near windows trimmed to a three foot height are good deterrents to potential burglars. Also have good quality locks on all doors and windows and keep garage doors down to keep from gaining entry to homes.
Other suggestions: When gone on vacation: have mail and papers stopped or picked up by neighbors; have walks and driveways shoveled during snow season. Have someone put your trash can out on the curb and then return it on trash day.
Lt. Strong answered questions about traffic in the neighborhood and The No Firearms Allowed sign . Speeders usually live in the neighborhood and suggested slow down signs and speed board for the neighborhood.
If you have a No Firearms Allowed posted and a person enters with a firearm, you should call the Madison Police Department as this would be a trespassing violation.
The Eastside police station now has a Med Drop bin located in their lobby that is open Monday through Friday from 8:00 am to 4:00 PM except holidays. To dispose of unused medications, put empty pills and tablets into sealable plastic storage bags, but recycle your empty med bottles at home.
Accepted medications are: prescription and over the counter medications, vitamins, medications for pets, ointments, lotions and liquid medications (Leave lotions and other liquids in their glass or leak proof containers and then bag them)
They will not accept needles, thermometers, medication from businesses, aerosol cans or inhalers.
The Med Drop bin has collected over 1800 pounds of medication in one year.

President's Report
Discussion on new brochure with the suggestion of names of Street Captains and areas to be listed. The meeting dates of March, June, September and November should also be listed.
There will be a January 23 Plan Commission meeting regarding the Grandview grocery project that will be open to the public.
Heritage Heights has contacted RMNA that they need volunteers in the evenings to clean up for the Ice Rink located in their neighborhood.
Treasurer's Report by Jordy Natzke: Sign Funds $1944.47 ,working balance $578.54, Total Balance $2523.01. A motion to accept the Treasurer's Report was made by Merl Maiers and seconded by Darold Lowe.
Sign Committee Report Darold Lowe and Merl Maiers checked four locations for another sign. Darold presented four photos of the location that the sign committee will look over at their next meeting. There will have to be another grant drawn up and the committee could also need more volunteers.
Other Business: Gretchen Lowe received the approval of the City Clerk for RMNA brochures to be available on election day if there is enough space to do so.
Karen Reuss suggested putting a flag out on our RMNA sign or outside of the church to publicize the RMNA meetings.
Dane County Supervisor Don Imhoff talked about redistricting (will be District 17) and we will pick up other side of Stoughton Road into the district. He also mentioned that the Huber Center closing was on the table and people arrested for misdemeanors could be out in four hours.
Jeff Pertl announced his candidacy for Dane County Board for the new District 17.
Mary Polancih announced a Recall event for November 15th from 6:30pm to 8:00 pm at her home.
Award Certificates were given to Mary Polancih, past president of RMNA and Teresa Northrup, past Treasurer for their years of service to our neighborhood organization.

2011 Annual Meeting
September 21, 2011
President Mary Polancih called the meeting to order at 6:30 pm. All officers present.
Marybeth Witzel Behl, Madison city clerk did a presentation of the Voter ID bill recently passed into law.
Some changes in the law:
Residents must live in voting district at least 28 days before the election.
No registration or absentee voting at the City Clerk's office the Saturday, Sunday or Monday before the election; but you can still register at the polls on election day.
In the past a corroborating witness could vouch for you at the polls. This will no longer be allowed.
Photo ID required -- if voter does not have an ID with them, they can cast a "provisional ballot" that will be held until an ID with proof of address is shown at the City Clerk's office.
Acceptable ID: Wis. Drivers License, Wis. ID card, passport, military ID card, Certificate of Naturalization within 2 years, ID Indian tribe. college card with issue date, student signature and expiration date within 2 years issuance along with proof of enrollment.
On election date election officials check ID, check expiration date, confirm name and address on poll book after voter states name and address, and has voter sign the poll book. Voters who are able to sign, but refuse cannot receive a ballot.
Exemptions to signing the poll book--Military voters, voters permanently overseas, confidential voters (domestic violence victims) indefinitely confined
Absentee by mail send photocopy of ID with absentee request, once ID sent, future photocopies not necessary.
Absentee voting at City Clerk's Office In person voting starting two weeks prior to the election.
In person voting ends the Friday before the election. Same ID photo requirements as if voting at the polls.
Wisconsin ID cards are free for those eligible to vote and who do not have a Wis. Drivers License or ID card.
Alder Lauren Cnare gave a budget report: Capitol budget-- During the rebuilding of the Central Library, Pinney Branch will hold Sunday hours. New fire station will not be in the budget this year, nor additional money for ash borer elimination.
Operating budget-- The two most important areas in the budget are basic services and social justice according to those attending public budget hearings. (1000 surveys on line and 500 in person)
Discussion from RMNA members-- privatization of some parks, crumbling pavement where patch work failed, Hummingbird sign-- building inspectors and police are watching for any building violations. Regarding improving Stoughton Road, it is not a priority.
Returning to the general meeting a motions of adoption of agenda was made by Merle Maiers, seconded by Darold Lowe and passed.
Motion to approval the Secretary minutes was made by Matt Karnick, seconded by Merle Maiers and passed.
The title Block Captain should be changed to Street Captain
Officers Report President Mary Polancih (written report)-- attended Royster-Clark Site Development Comm. Meeting. There are 27 acres available for mixed sued development. Negotiations to purchase the site were in the process with intent to begin remediation immediately. Plan will proceed in stages with commercial areas abutting Cottage Grove Rd and Dempsey Rd. being first. Mary also was able to review the New Draft Zoning Map. Our neighborhood has no changes.
Vice President Klaben reported an increase on website (200 a month). The twice a year web fee is paid by Kruse Realtors.
Treasurer's Report Theresa Northrup reported a total of $2523.01 with designated Sign fund at $2023.35
Sign Committee Darold Lowe gave an outline of the logistics of the financial and placement of the RMNA Acewood sign. He and Merle Maiers will be looking for other sites and the committee will look into raising more money for this task.
Kennedy Alliance Network Karen Reuss explained the committee was a collaboration of police, social networks and neighborhood associations pulling together for the children. Police report is that we are one of the safest areas in the cities. She is waiting to be contacted for future meetings.
No old business
New business-- consideration of proposed amendments to the RMNA Bylaws. Motion by Darold Lowe to adopt amendments as a whole, second by Jim Schuhart.
Election of Officers: After nominations, the following persons were elected by a motion of acclimation by Merle Maier, seconded by Darold Lowe and passed.

Membership Meeting June 16, 2011
RMNA meeting called to order at 6:35pm by Secretary Gretchen Lowe in the absence of President Mary Polancih who is recovering from surgery.
Introductions of members present.
Guest speaker Sherron Hopkins, Energy Advocate for Green Madison, presented handouts to members about helping Madison residents reduce energy while saving money.
To qualify for this program, an application that is available on the City's website (www.cityofmadison.com/greenmadison) would have to filed and an advocate would walk through inspections. The next step would be to hire a specific consultant to test your home. The cost would be $400-$700 with a $100 rebate for the 1st 1000 who sign up for this program.
Madison is working with Summit Credit Union to offer unsecured loans between $1,000 to $15,00 with low rates and flexible repayment terms. (1 to 15 year repayment plan) Then you would chose of a list of Green Madison contractors to do the work. The consultant would then return to verify that the work was done correctly.

President's Report-- a handout from Mary Polancih was provided members describing activities and involvement by RMNA.
2011 Earth Day cleanup at our area parks; RMNA Welcome sign; neighborhood collaborations; the proposed grocery store at Grandview Commons; concerns about speeding on Cottage Grove Road; announcement regarding a candidate forum for the 48th Assembly District to be held at Talula's and a plea for block captains
Vice President's Report-- The Website has seen an increase in traffic since the Welcome sign went up and Facebook is a good tool for contact with younger members in our neighborhood. A Lawn sign next to our neighborhood Welcome sign with "Find us on Facebook" would help getting the word out about RMNA.
Treasurer's Report -- Balance $1525.83 in checking; $200 for website and $690 in sign fund.
Sign Report-- Darold Lowe reported that the RMNA Welcome sign is up and paid for with the total cost being $2224. He will file the close out form next to give to the City of Madison to get the rest of the grant money. ($1000)

Block Captains -- A suggestion was made that we might consider raising an awareness for RMNA association by having members walk through their various neighborhood at specific times such as 5:00pm or after in several shifts. Another neighborhood association has done this with the result being a drop in smaller crimes.

Rolling Meadows Neighborhood Association Meeting
March 10, 2011
Officers: President Mary Polancich, Treasurer Theresa Northrup, Secretary Gretchen Lowe present. Vice President Tim Klaben excused.
Gary Messenger of Dane County Timebank was the guest speaker for the evening. TimeBank is a 1800 member organization where members exchange services by earning credits for their services. There are seven TimeBanks in Wisconsin and it has been existence in Dane County for only five years, but now is the largest TimeBank in the country. . Instead of money being exchanged, Timebank members exchange time. One hour is earned for a service you provide and can be exchanged for an hour of service you need. There is a screening process to check for sexual offenders and felons.
Some of the most common services that people offer to exchange are pet services, gardening, transportation. One of the most requested services are fix up projects by handymen or handywomen.
Timebank will be opening a store at the Damascus Road church on Cottage Grove Road. Small appliances and other items in the store can be obtained by exchanging TimeBank hours earned. For more information call 663-0400 or email gary@danecountytimebank.org

President’s Report: Mary explained that the boundary justification of the gypsy moth spray sites are determined by the amount of egg masses found in trees. DNR requires more than 13 egg masses to qualify for spraying. Because there were fewer masses found due to caterpillars killed by NPV, there will be less spraying done. The City forestry website has more information on gypsy moth spraying.
Heritage Heights will be getting traffic calming speed bumps on Merryturn with pedestrian support devices dispersed throughout.
Grandview Commons grocery store—meeting March 16 with changes to original proposal sent to the Plan Commission.
Invitation to attend Elvejhem Neighborhood meeting to network and exchange ideas
Treasurer’s report: Total Balance $2968.82 with $2329.49 set aside for sign.
Sign Committee Report: The Board of Estimates agreed to $1900 grant for RMNA sign. It now will go before the City Council. A check for $98.00 to be made out to the City Treasurer needs to be taken to
Landscape design by Ann Eaves was taken to Zoning . Merle reported that the plants are now growing and under good care.
Old Business: In order to reestablish block captains, Mary put out a street map of the neighborhood asking people to sign up for one block in their neighborhood. The tasks that each block captain would be responsible for are to distribute meeting notice, newsletters and information when new neighbors moved in to the neighborhood.
We are also looking for someone to do layout work and produce the 2011 RMNA brochure.
New business: Mary announced that she will not be running for RMNA president at our September meeting when election of officers occur. Future meeting dates June 16, Sept 22 and November 10

November 11, 2010
Meeting called to order by President Mary Polancih at 6:30 pm. Motion to adopt the agenda by Darold Lowe, seconded by Tim Klaben. Motion passed.

Elected Officers Reports:
President Polancih reported about the Kennedy Neighborhood Alliance that meets monthly at Kennedy School. We have already joined this organization and it would be mutually beneficial to both the school and the neighborhood to have someone from our neighborhood that would attend these meetings that are held from 8:00-9:30 on the third Friday of every month. Karen Reuss volunteered along with President Polancih.
President Polancih also gave an update on the Grandview Commons grocery store. The original grocery store of 25,000 feet now has been expanded to 60,000 feet. Alder Cnare supports the plan but wants to be fair to all parties. The new Great Dane located in the old Cloud Nine will be opening after Thanksgiving.
Vice President Klaben – three new webpage subscribers. He will post sign donors on webpage.
Treasurer: Current balance is $2868.82
Secretary Report: Mayors Neighborhood Roundtable – Panel discussion regarding the City of Madison development review process and how that affects neighborhoods; tips for methods of communication with Planning Department; emphasis on getting a clear picture of the entire neighborhood to determine needs.
Sign Committee Report—Darold Lowe described the Sign Committee process – sign design, planning dept and fundraising. So far $2178.45 has been raised with grant money from the City of Madison still pending. Merl Maiers suggested that it would be helpful to put mulch down in the spot where the sign will be located to make it easier to plant the flowers next spring.
Pastor William Badger will donate $100 towards the new sign.

President mary Polancich called the meeting to order at 6:30pm
Agenda Items on Amendments:
1)Motion to suspend Bylaws to allow RMNA members to directly elect officers and directors for the next term. Motion seconded. Motion passed.
2)Motion to suspend bylaws to allowRMNA members to elect Directors (as required by the current bylaws) and allow them to serve one-year terms to function as members-at-large of the association? Motion seconded. Motion passed.
Nominations of officers: President - Mary Polancih; Vice President - Tim Klaben; Treasurer - Teresa Northrup; Secretary - Gretchen Lowe. Motion to cast a unanimous ballot for all officers nominated. Motion seconded. Motion passed.
Guest speaker Alder Lauren Cnare: Alder Cnare discussed various matters in the neighborhood:
Capital Budget - Alder Cnare said it would be slim this year with most money geared to downtown. She said it would help if we would advocate for a new Far East Side Fire Station. There is also money in the budget to update Station #5.
Other budget items: - Automatic water meter reading with monthly billing process; Edgewater project; money for Neighborhood Centeres and Overture Center. Alder Cnare is one of the members of an ad hoc committee to decide whether to run the facility as a non profit or don't buy it and let the banks run it. If the facility runs as a nonprofit, what happens to employees - and the importance of maintaining quality control. A decision has to be made by December 30th.
President's report - chip ealing process with missed spots - President Polancih will give Alder Cnare more information on the bad spots on Acewood Blvd. Residents with tree problems need to call the forestry department.
Vice President's report - dropped off brochures in neighborhood regarding last meeting. There are no further issues with graffiti this year.
Treasurer's report - Savings $735.55 Sign fund $1316.45 Money will be transferred to another bank or credit union because of the fee charge.
Sign Committee Report - Explanation of the city process for application for grant money and sign placement procedure. The committee has sent out letters to businesses and $400 has been returned for this effort. Donations of $425 have been received from personal solicitations and $491.15 from the Lowe's garage sale for a total of $1316.45. It was suggested that RMNA's web address be added to the sign. Darold Lowe will check with planning department to see if this type of advertising is allowed on the sign.
No old business:
New business: President Polancih reported that the city parks department furnish hay rides in October and November for $80 that included 30 minute hayrides with smores for up to 24 people. If you know of any new neighbors moving in, call Mary so she can drop off a RMNA flyer and welcome them to the neighborhood. There will be a medicine drop on October 2nd at the transfer station on Olin.

1. General Business - Guest Speakers
Kirk Nelson, Capitol View Farmers Market Market is Wednesdays 3-7 pm 20 vendors Located at N. Star And Sharpsburg in Grandview Commons
Larry Schmock, Owner of Sundown Saloon 57 S Stoughton Rd
The bar is a 99 capacity bar. They are trying very hard to be good neighbors. Don't even take out trash after 9 pm. They would like the flexibility to have live amplified music for special events. Law changed to (now) need to apply for a 21+ Entertainment license. Seeking RMNA endorsement for that change. Questions followed.
Motion made and seconded to support Sundown Saloon's application for the 21+ Entertainment liciense. PASSED unanimously. President Polancih directed to write letter to ALRC to that effect with copy to Mr Schmock. MP will also contact households directly behind the establishment for their comments, and urged Mr Schmock to do the same.
Officer Anne Thurber, East District Police Neighborhood Watch & Personal Safety Presented the "9 House Model" as more effective than the old formal NW where a whole block had to be involved.
Personal Safety suggestions: "Light it up and Lock it!"

Landscape plants should be maintained less than 3 ft tall.
Don't carry a purse - only carry what fits in your pocket - or keep purse contents to a minimum.
Always let someone know where you are going and when you will return-even if you live alone!
Security Systems are a personal choice.

A. President Polancih (See attached report) Wrote letter to ALRC on behalf of RMNA requesting Walgreen's application for alcohol license be denied. Spoke at ALRC meeting on 6/16/10. License denied due to objection from neighborhood association and License saturation.
B. Vice President Klaben (absent) (MP reporting) TK made first round of contacts to over 20 neighborhood businesses for webpage ads. Kruse Realtors bought a 1 yr ad, Lakes UCC bought a one time ad. Intent is to make a second round of contacts offering lower cost ads
C. Treasurer Northrup Current checking acct balance $707.37 plus check received tonight. Officers discussing switching acct to a credit union with lower fees.
5. Reports of Standing Committees
A. Traffic - Jim Schuhart, Chairperson
General opinion is the traffic is no better on Acewood Blvd than before the traffic calming islands were installed.
B. Sign Project - Darold Lowe, Chairperson
Committee recommends location on Acewood Blvd in median between Walgreen's and Sentry. Recommend 4'x6' using a modified version of the sign by one bidder. Received 3 bids. Cost expected to be $22000-$2300 plus taxes and permit. City can waive permit fee (usually does upon request by NA). Ald. Cnare has to submit resolution to City Council before we can actually install the sign. Cuity has grant of up to $2000 we can apply for early next year.
Motion: Accept design recommend by committee. Seconded. Discussion. PASSED (unanimous).
Committee recommends a Fundraising Committee be created. Committee will create a plan to raise needed funds from business and neighbors. Discussion. Sign up sheet passed around. MP reported theatVP Tim Klaben has agreed to serve on the committee. RMNA members were urged to seek out neighbors with expertise in fundraising to serve on this committee. Contact any officer or Chr. Lowe to volunteer.
NOTE: Several individuals gave checks with:"neighborhood sign " written in on the memo line. These checks and all other donations designated specifically for this project will be segregated and accounted for separately by the treasurer. Anyone interested in donating money for the sign can give a check to Treasurer Northrup or Comm Chr Lowe.

Moths hide under it during the day. Remove in afternoon and dump moths in soapy water. We weren't included in DNR spraying this spring. Make sure to report any trees infested to help document need for control measures next spring.

Report of Alder Lauren Cnare Encouraged residents to come to a budget meeting.
- 2010 Budget passed. Big items: Library & Edgewater. 4 Streets workers laid off. Big item pick-up will be every other week now on recycle day. Tax rate increased 4.09% will increase $75 on average home. Didn't cut services.
- Water utility setting up automated water meter. Monthly bills.
- Neighborhood Indicators Program - measure things in neighborhood helps city to see data on different neighborhoods.
- Crime: Going down.
- Police change of schedule - 5 shifts - have more people on jobs when crime is committed for better response.
Discussion with Ald Cnare:
- Acewood Traffic Island: VP Klaben asked Ald. Cnare to check if traffic island boundaries can be painted yellow. Also a suggestion for no passing double line.
- Grocery store interested in building in Reston Heights not in approved plan. Important to have neighborhoods to monitor development.
- Royster's Plan: 2 more mixed neighborhoods - residential use, apartment buildings retail stores, park space. Whoever buys parcel has to have master plan.

Meeting was called to order at 6:37 pm by President Hanson

Guest Speaker: Tom Heikkenen, Manager, Madison Water Utility
Mr. Heikkenen provided a Power Point presentation describing the describing the various functions of the Water Utility and how water gets from the ground to our tap. He answered a variety of questions.
President Hanson asked Mr. Heikkenen to tell residents about a little known option for paying water bills. He explained that when a resident finds it difficult to pay their full bill, they may contact the Water Utility billing department number that appears on the bill, and request to make monthly payments. President Hanson requested that those attending spread the word to neighbors who might need this option.

Announcements
President Hanson: The islands were approved at the last public meeting held at East Madison Police Precinct, Wednesday August 26th, 2009. They will be installed on Acewood Blvd as soon as the contractor performing the curb and gutter repairs is able to schedule the work.
Ald. Lauren Cnare: City Council approved the changes agreed to at the meeting of 8/26/09. The first changes will be chevrons installed on the curve in both directions, and the posted speed will be reduced. Later the pedestrian islands will be installed. Ald. Cnare commended RMNA and the citizens who were involved for pushing to make the the changes happen. She also urged RMNA to consider developing a "Neighborhood Traffic Management Plan" at some point in the future. When we are ready, we should contact her to get this started.
Ald. Cnare urged all residents to educate themselves about the development of the new downtown public library project. She urged us to consider attending the meetings as this will be an important project that will affect everyone in the community.
Next meeting will be scheduled by new president. Look for the dates in the next RMNA Newsletter.

1. Provide copies of the proposed 2010-2015 Capital Budget for Madison Water Utility and the 2010- 2015 Long Range Capital Improvement Budget for review. Next meeting's speaker will be from the Water Utility and will answer questions about these documents.
2. Heritage Heights Neighborhood Association Picinic will be September 13. RMNA members are invited. More information available at the Spetember 9 meeting.
3. RMNA Annual Meeting and election will be September 9 at Alliance Church. Meeting begins at 6:30 pm.

RMNA Sign Project Update: Proposed site for the sign is the median on Acewood Blvd. between Sentry and Walgreen's. Several sign companies in the area were called. Openwood Studio responded with a bid of $3150 for an installed sign. Busch's provided a response. Their website gave a cost range of $1800-$2500 installed. Matt asked members present for design ideas. He said the permit process is ongoing.
Darold Lowe recommended 3-4 designs be presented at the September meeting. Matt clarified that we are only in the planning process. Design is one of the last things done after the permits, approval of the proposal by the City Council, and completion of the grant process.

5. Reports of Standing Committees
TRAFFIC Jim Schuhart
Objective : Trying to control traffic on Acewood. Safe Community Program will provide yard signs and electronic spped sign. Volunteers wil be needed and must be trained before the event. Discussion.
President Hanson reported he talked to Ald. Cnare aobut the ongoing concern. She reported that a pedestrian refuge will be installed on Acewood when Bob-O-Link is resurfaced. A special meting with David Dryer of City Engineering would need to happen very soon. Discussionn. Request was made for a meeting to be set up Bob will do it.

RE: Business participation in RMNA
President Hanson received message from Jule Stroik, Neighborhoods Coordinator which was provided as a handout. He also spoke with Ald. Cnare, who is in favor. Elvehjem and others have non-voting business seats on their boards.

Vernon Ave. Concern raised about whether the area is improving. Discussion. Concern voiced about current posted parking restrictions on the street. Discussion. President Hanson suggested the member contact Traffic Engineering for information and to make suggestions.

Meeting was called to order 6:35 pm by President Hanson. Officers and guest Adria Ehly, East Community Police Officer, were introduced.

A. President Hanson
Street Resurfacing scheduled to begin on/after April 27 on Shearwater, Bob-O-Link, Hummingbird and Goldfinch. Bob talked to the city manager responsible for supervising contractors. Copies of 2009 and 2010 plans for street resurfacing in RMNA area were provided. Some residents reported they never received notices sent by the City regarding the work to be done. Discussion.
Newsletter sent out electronically the week before the meeting did not include nine articles submitted. These were provided as a handout. Tim Klaben apologized and noted that he was able to obtain two additional months of free access to www.ConstantContact.com, so the second issue was also published without cost.
Kennedy Park landfill - RMNA residents recently received a letter from Ald. Cnare regarding the infilling of the old seasonal ice skating rink area with material from the dredging of the mouth of the Yahara River and other soils. Bob went over and looked at the site,then communicated with Ald Cnare, requesting assurance that the known toxins discussed in the letter won't end up in the groundwater below the site. No response to date. Discussion.
Home Invasion Prevention - Guest Speaker: Adria Ehly, East Community Police Officer
Officer Ehly shared a "Nine House Model" suggested by MPD. Get to know your immediate neighbors --the households on each side of your house, the three houses across the street from you and the three houses behind you. Know the occupants by sight and name. Share phone numbers. Be aware of their general routines. Know what types of cars they drive, etc. This will help you recognize unusual events and vehicles.
Off. Ehly discussed the two types of violent crime/theft common in residential areas like ours; thefts from homes and cars. She had reviewed cases in the area. Of the reports of burglaries where the house was locked, no entry was made. Of the theft from auto reports she reviewed, five were unlocked cars, four were from items outside the car and only two were from locked cars.
Off. Ehly pointed out that home invasions are almost always targeted homes where drugs and money from drug sales are known to be present. She urged RMNA residents to be more concerned with residential burglaries and thefts from autos, and pointed out that while we do have incidents of both they are much more prevalent in other parts of the city and county. Again, lock your doors and report suspicious activity to 9-1-1.
Crime Prevention Suggestions:
Cars - Keep locked. Keep valuables out of sight. Keep in the garage, when possible.
Homes - Lock your doors. Remember to keep windows locked. If you want ventilation, you can buy inexpensive, easily installed devices to allow you to lock partially open windows at hardware or home improvement store. Note: Crime Prevention Officer Frank Chandler (266-4238) can come assess your house and offer suggestions to improve safety features.
If you experience a crime:
1) Don't touch anything.
2) Call 911 immediately.
9-1-1
If you call 9-1-1, please be patient. There are only five lines going in to the cal center. If you get a busy signal, call back immediately. Be patient and answer the questions put to you. They must follow a protocol to be sure to get all the needed info. Know that there are two people involved in responding to your 9-1-1 call. The first person receives the call and obtains the needed information. The information is passed to the dispatcher who assigns the call to police and or other emergency services.
Discussion and comments followed. President Hanson reported he has requested someone from 9-1-1 system to come speak at an RMNA meeting. He has not yet received a response.
B. Vice President Matt Hornbeck
Proposed Rolling Meadows Welcome Sign - Matt and Bob have begun researching what is required to obtain a sign. Money is available through city grant sources. From contact with other neighborhood associations (NAs) the process is a long one. Bob presented photos he took of several different sign styles purchased by other NAs. Matt reports there are many things to be considered before sign selection and sighting, and NAs contacted offered advice on how to make our applications more likely to be successful.
Many questions were asked about signs, siting and the process to obtain a grant to fund the sign(s). Additional info provided: Unsure how much money is available. Other NAs report the whole grant process takes 8-9 months, needs approval from several city departments and Common Council. We will need three bids. Most recent grant cycle deadline was last month, so we have time to get ready for the next grant deadline. Landscaping would be required as part of the site. RMNA would be responsible for ongoing maintenance (sign and landscaping) and any future repairs. Public property (street boulevard) is usual site for such a sign. Commercial property with permission of the owner was used for one Heistadt NA sign.
Matt requested volunteers to assist with the project. He will report progress at the next meeting.
C. Treasurer Teresa Northrup - No charges to the RMNA checking account. Previous balance of $730.55 remains.
D. Secretary Mary Polancih - Received several additionsto the roster of members. These have been added to the email list for the newsletter. Received several inquiries from residents which were forwarded to the appropriate officer for response. Continue to receive communications from city departments and community agencies. Many were forwarded for use in the newsletter.
5. Reports of Standing Committees
A. Safety Committee - Sue Allen (Absent) No report.
B. Dog Park Committee - Julia Nabor (Absent) No report.
C. Traffic Committee - Jim Shuhart Discussion of the proposed pedestrian island on Acewood and Bob-O-Link. Brian Lange made inquiries and discovered that money is still in the city budget for a project at that site, but no other info was available. Brief discussion.
D. Community Committee - Bob Hanson Bob reported he has moved Newsletter Committee and Finance Committee into this committee so he can have fewer committees to oversee.
6. Old Business
A. Adding Business membership to RMNA Discussion. Bob reported he was told by city staff that the last RMNA was approached by area businesses who wanted to become members. __________ reported back in the 90's city staff encouraged RMNA to include only residential area when the RMNA boundaries were redrawn to include the Portland Parkway area. Discussion. Bob will meet with met with Ald.Cnare to try to get more history and info. He was urged to get suggestions of both the positives and negatives of such a change.
B. Committee Participation Members for all committees are need. Contact any oficer for more info or to volunteer.
7. New Business
A. Drugs in Our Neighborhood Bob referred to the info offered by Officer Ehly and reminded neighbors to call police with information. Discussion. Bob advised that there is a concern that if you accuse an individual of a crime, (rather than just reporting what you observed) the accused has the right to know their accuser. It was pointed out that police seldom make arrest based on one complaint, but usually based on accumulated information and direct observations.
B. Earth Day RMNA will sponsor a clean-up at McGinnis Park on Saturday, April 18, starting at 10 am. We will pick up trash. No tools are needed. Bob has made arrangements with Streets & Sanitation Dept. They will provide gloves and bags, and will pick up refuse collected.
8. Other Business/Announcement
Polancih shared info from Sustain Dane (www.RainforDane.org ) about their ongoing RainReserve Rain Barrel program and also a new project this year to provide Dual Flush Toilet Tank Conversions. The conversion kits can covert any toilet, even the modern 1.6 gallon per flush toilets, to dual flush. This can allow a homeowner to save huge amounts of water each year. 4. Elected Officers Reports
A. President Bob Hanson
Brief report on 2008 Mayor's Neighborhood Roundtable Meeting held on Saturday Nov. 8, 2008 at Warner Park Community Center from 8 am-12:15 pm. He pointed out a display of information from the meeting and urged neighbors to take copies of any documents of interest. Urged anyone interested in a topic or issue to get on the appropriate committee. Ald. Cnare said she will appoint anyone who steps forward. Generic application forms were provided. In future, forms are available from the City website, Pres. Hanson or Ald. Cnare.
Public Works Projects will affect Rolling Meadows neighborhood from May to November this year. Many of our streets are scheduled for resurfacing. Many of us got special assessments notices. Merl Maiers volunteered that he talked to the city workers surveying his street. They were told to measure any curb or gutter that is out of alignment. Criteria is later used to determine whether individual areas will actually be replaced. They also related that, on Bobolink at least, the plan calls for the sewer to be replaced with a new style of sewer. Brief discussion.
Pres. Hanson mentioned at one of the sessions of the Neighborhood Roundtable Meeting it was mentioned that Rolling Meadows area is in middle of the 10 yr. cycle of review of city streets and structures. Question was asked: If the city is going to resurface, are they going to replace sewers at the same time or wait? Pres. Hanson plans to attend the informational meeting of 1-21-09, and that is opne of the questions he intends to ask.
Last Fall, Pres. Hanson attended a meeting where city designated dog parks ere discussed. There is a large amount of money designated for dog park development. The city intention is to get a designated dog park within walking distance for everyone. Money for development of these parks comes from fees paid for their use. Question was asked: Is the city asking for neighborhoods to designate areas that can be funded? Answer: None in our neighborhood are currently under consideration, though Kennedy Park was mentioned for consideration at that meeting.
B. Vice President Matt Hornbeck
VP Hornbeck reports Alliance Church has volunteered use of their meeting room for RMNA meetings into the foreseeable future. Since Matt is a member of one of the congregations; he has been given a key. Future RMNA meetings will be held on Thursdays, in the lower level of the Alliance Church. Suggestion was made that we set a meeting that people can anticipate, i.e. the second Thursday of the month. Pres. Hanson indicated that we would attempt to do that.
C. Treasurer Teresa Northrup
RMNA has money! Pres. Hanson and Treasurer Northrup moved the money from the old account held at Chase bank to Associated Bank branch on Cottage Grove. The bank provided a no fees account. Bob and Teresa are both approved to sign checks. As of 12/31/08 the balance was $730.55.
D. Secretary Mary Polancih
One of the big issues at the first RMNA meeting was to get a RMNA newsletter up a d going. Tim Klaben stepped forward and volunteered to put together an electronic RMNA Newsletter. He proposed to the officers using www.constantcontact, a website with which he is familiar. Polling of the attendees indicated that all present had received the electronic newsletter and that was how they new of the meeting. Recipients ere asked to make copies and get them to interested neighbors. This is a temporary attempt to meet the need of those neighbors not having email or not yet "connected" to RMNA.

A. Adoption of Bylaws (1994)
Copies of the 1994 RMNA Bylaws were made available to attendees. Officers' recommendation was to adopt for immediate use and make considered changes in the future as needed.
Motion by Darold Lowe: Adopt the Bylaws of 1994 using a current neighborhood map (provided by City of Madison). Seconded by Maiers. Brief discussion. Motion passed without amendment.
B. Newsletter
Editor Tim Klaben explained he arranged a free 60-day trial to use the Constant Contact website to produce the first issue that went out to all available email addresses. The trial expires on Feb 8. License fees to use the site after that will be about $20/month. We will receive a 15% discount if we pay for a full year up front. Brief discussion. Suggestion was made that the newsletter can be put into pdf format to create a print version to share with others. Tim mentioned that the site license will allow us to send out blasts and to survey and collect circulation and site use statistics automatically.
Discussion of the past difficulties RMNA faced when all households received print newsletters but not all paid dues. Several present remember feeling the inequity of that system.
Motion by Lowe: Move we pay for website license for 2009. Seconded by Maiers. Passed.
Tim has also started looking into developing a website. He as identified a list of available domain names. He believes we could get a website registered and running with very little expenditure. Brief discussion. Consensus was that additional research should be done and reported to the officers.
7. New Business
A. Committees
Immediate need is for a Newsletter Committee and a Finance Committee. Hope is that committees will be formed to address topics or issues as they become important. They will be expected to do the needed research, develop action plan and identify funding needs. They will bring action plan to the officers and/or membership, with recommendations. Once action plans are approved, they will be expected to carry out the plan and report to the membership periodically. Pres. Hanson asked for individuals to sign up for committees and indicated sign ups were provided on the side table. Neighbors were urged to get involved in something they cared about changing or preserving.
Note: After the meeting, Tim Klaben, Beth Robertson and Kelly Maly volunteered to form the Newsletter Committee, and will also look into feasibility of the website. Darold Lowe volunteered to join the Finance Committee.
B. RMNA dues
Brief discussion. Consensus was to table discussion of dues until we have the organization up and running. Rationale was we need to prove to neighbors that we are going to be viable and develop a track record as an organization before we start charging dues. We can keep expenses low for now. Once the website is up and running it should be possible to get advertising enough to fund communications-newsletter, both electronic and print, and website.
