Class A Liquor & Class A Beer
Aldermanic District 3 (Alder Cnare) • Police Sector 611
Date: June 4, 2010
This letter is to notify the Alcohol License Review Committee that the Rolling Meadows Neighborhood Association (RMNA) opposes the granting of new Class A Liquor & Class A Beer licenses to Walgreens store #04805, at the corner of Acewood Blvd and Cottage Grove Rd., on the following grounds:
1) The applicant never notified RMNA of their application. We became aware of the application on May 26, 2010 from an email message from Ald. Cnare.
2) Currently, businesses on three of the four corners of the intersection of Cottage Grove Rd and Acewood Blvd have Class A liquor licenses. It is both unnecessary and incompatible with the character of the residential neighborhoods of area to have businesses on all four corners of the intersection selling alcohol.
RMNA requests the applications be denied.

NEIGHBORHOOD WATCH
Citizen participation is a critical measure when assessing the state of a community. An easy way to participate in the health and well being of your neighborhood is to become an active participant in a Neighborhood Watch Program (NHW).
BUT WHAT CAN ONE PERSON DO?
One person CAN make a difference!
By learning about the fundamentals of NHW, being mindful of home and property security, personal safety and being a part of your communication network, your observations, experiences or insight can help law enforcement to better work with and provide service to you and your neighbors.
HOW CAN I START?
There are some very simple steps one can take to reduce the opportunity for property crime.
· Deadbolt locks on all exterior doors (including garages)
· Steel or solid core exterior doors (including garages)
· Keep ALL doors locked at all times
· Window locks on all ground floor windows
· Window locks on 2nd floor windows with balconies
· Do not rely on screens for security
· Keep vehicle doors locked at ALL times
· Keep garage door down and secured
· Exterior lighting to illuminate your home and property
· Trim landscaping to 3 feet in height around houses
· Have tree canopies no lower than 6 feet
· Do not advertise your assets
· Know what you own (serial numbers and photographs)
· Participate in the neighborhood communication network
· Participate in the “Nine House Model”
NINE HOUSE MODEL
The Nine House Model is a concept developed by the Crime Prevention office of the Madison Police Department and is designed to be a “user-friendly” and effective first-step in establishing an efficient network of communication.
The Nine House Model involves the homes that are within your natural line-eye sight; the homes you see when you are at home. Envision a tic-tac-toe board:
Your home is the free space (X). Numbers 1,2,3 are homes behind yours, numbers 4 and 6 are your side yard neighbors and numbers 7,8,9 are your neighbors across the street.
By exchanging contact information with your neighbors, you will have enhanced a perimeter of safety by expanding by 8 the number of eyes and ears around your home.
WHAT INFORMATION DO I SHARE?
· Names of adult residents (children or others if desired)
· Address
· Home phone
· Cell phone
· Work phone
· Vehicle description
· Emergency contact information
By sharing this information, you will have the ability to have preliminary contact with your neighbor. Of course if a crime is being committed, your first phone call should be to 9-1-1.

RE: Dealing with Gypsy Moth Infestations
Notes from phone conversation with Marla Eddy, City Forester
Date: 6/17/10
The problem will be subsiding within the next 3 weeks. Males are starting to pupate. Females will follow a short time after. Period of voracious feeding is almost done.
What we can do:
REPORT ALL TREES INFESTED. Call CITY FORESTRY @ 266-34816 to report. Tell them STREET ADDRESS and LOCATION- street or where on your property. They need the info for the fall egg mass census. This census gives them data to apply for 2011 control measures (spraying).
with DNR.
Control options:
· Wait and do nothing.
· Collect healthy caterpillars and put in soapy water to kill.
· Don't touch dead caterpillars or ones hanging upside down. These are infected with a fungus or may be parasitized by a wasp. We want both the fungus and the wasps to finish their life cycles and be available next spring to help control local populations.
· Watch for egg masses on bark later in summer and fall.
· Don't scrape egg masses off until after October. This will allow an accurate egg mass census by City Forestry Dept. Staff.
